Don’t (Want To) Know Much About History…

I always liked that old Sam Cooke song, “Don’t know much about history…” it seems especially relevant on this Election Day.

A sizable portion of the American public has evidently taken that title as both a motto and a goal, as my friend Pierre Atlas recently wrote in a column for the Indianapolis Business Journal. As he explained in his opening paragraph,

Numerous candidates at all levels of government, from school boards to federal office, want to regulate school curriculum to constrict what kids can learn about the past. Meanwhile, a Zionsville school board candidate has upended the past by sympathetically minimizing the intent of Nazis during World War II. In this hyper-partisan era, even education has become politicized. History is on the ballot in 2022.

Pierre is currently a Senior Lecturer at the O’Neill School of Public and Environmental Affairs at Indiana University–having decamped from a full professorship at Marian University, a small Catholic institution in our city. He was originally from “out west,” and his observations about the teaching of history are grounded in his own early education and  later correctives.

This particular column was prompted by a recent trip to a Santa Fe museum, and its exhibit on the subject of “manifest destiny.”

As Pierre relates, when he was a child growing up in Texas and California, “Manifest Destiny was taught as a positive attribute of American nation-building. But that wasn’t even half the story.”

The Santa Fe museum’s interpretive panel first provides the historical source of the term, quoting John L. O’Sullivan, who said in an 1845 newspaper article that the United States had received from providence a “manifest destiny” to spread across the whole continent.

The panel then offers the museum’s interpretive explanation: “Manifest destiny was an idea that the people of the United States would inevitably settle the continent from the Atlantic Ocean to the Pacific. This concept encompassed the belief that white Anglo-Saxons were a special race and rightfully the superiors of other peoples. Their expansion would also spread the ‘blessings’ of Protestant faiths and democracy. Fulfilling this destiny was all-important—and it could be accomplished by force, if necessary.”

As a political scientist who has studied and written about American history, including the government’s Indian policies in the American West, I can confirm that the museum’s interpretation is an important and factually accurate corrective to earlier, celebratory pronouncements about Manifest Destiny.

I’m a good deal older than Pierre, but I too was taught that “manifest destiny” was a good thing– a glorious example of America’s inevitable domination of…well, everything.

Today–Election Day–Manifest Destiny is on our ballots, along with multiple other distortions of American history. As Pierre noted in his column, the duty of a mature democracy is to teach accurate history.

The exhibit in the museum Pierre visited was on the Mexican-American War. That war isn’t taught much, if at all, in high school history classes, because it was a “war launched by the United States for the purpose of territorial expansion, leading to the capture from Mexico of what is today New Mexico, Arizona, California, Nevada, Utah and parts of Colorado and Wyoming. It was a war of aggression.”

Historian Jon Meacham, discussing his new book about Abraham Lincoln and slavery, recently remarked that, “History is not a fairy tale. It does not begin with ‘Once upon a time,’ and it doesn’t end with ‘Happily ever after.’”

The United States was founded as a republic, with slavery. Its expansion across the continent came at the expense of Indigenous peoples and Indigenous lands. White supremacy was embedded in colonial America and written into the Constitution, and it influenced local and national policy and even foreign policy for much of this country’s history.

While America offers much to be proud of, the purpose of teaching history is not to make people feel good, nor to mythologize the past. History should be taught honestly with all its nuances—not to make people feel guilty, but to own up to and explain what really happened. Our present is not fully comprehensible without an accurate accounting of the past. Of course, like any other subject, history should be taught in an age-appropriate manner.

Make no mistake: when “angry parents”–high on propaganda from Fox News and other White Supremicist sources–descend on school board meetings to demand that “CRT” not be taught (not that they could define Critical Race Theory–which is taught exclusively in graduate legal education if at all– if their lives depended upon it), what they are really demanding is an a-historical fantasy in which White Americans were always the good guys.

One of the multiple things you are voting for today is whether to teach history– or fairy tales.

History Versus Mythology

Speaking of history…

Over the past few years, I’ve read a lot of American history–most of which I hadn’t encountered in high school or college history classes. (One unfortunate result is that I no longer get goose bumps when I hear the national anthem; the people opposing the teaching of accurate history aren’t entirely wrong about its potential to dampen jingoism…)

Accurate history can be depressing, but grown-ups can deal productively with the gap between the country’s values and aspirations and our past failures to live up to them. As I argued yesterday, understanding actual history allows us to address the inaccurate mythologies that continue to warp contemporary political discourse.

In a recent essay for The Conversation, my friend Pierre Atlas–a political scholar, gun owner and NRA member who stresses he hasn’t donated to the organization since 1997– examined effects of  widely-accepted myths about the Old West on today’s policy debates. I encourage you to click through and read the article in its entirety, but I’m sharing passages I found particularly illuminating.

Pierre began by recognizing the partisan divide over “gun rights” and the effect of that divide on the recently passed–and widely hailed–“bipartisan” gun legislation.

In the wake of the Buffalo and Uvalde mass shootings, 70% of Republicans said it is more important to protect gun rights than to control gun violence, while 92% of Democrats and 54% of independents expressed the opposite view. ..

In order to attract Republican support, the new law does not include gun control proposals such as an assault weapons ban, universal background checks or raising the purchasing age to 21 for certain types of rifles. Nevertheless, the bill was denounced by other Republicans in Congress and was opposed by the National Rifle Association.

What is the wellspring of this widespread gun fetish?

My analysis finds that gun culture in the U.S. derives largely from its frontier past and the mythology of the “Wild West,” which romanticizes guns, outlaws, rugged individualism and the inevitability of gun violence. This culture ignores the fact that gun control was widespread and common in the Old West…

Americans have owned guns since colonial times, but American gun culture really took off after the Civil War with the imagery, icons and tales – or mythology – of the lawless frontier and the Wild West. Frontier mythology, which celebrates and exaggerates the amount and significance of gunfights and vigilantism, began with 19th-century Western paintings, popular dime novels and traveling Wild West shows by Buffalo Bill Cody and others. It continues to this day with Western-themed shows on streaming networks such as “Yellowstone” and “Walker.”

Historian Pamela Haag attributes much of the country’s gun culture to that Western theme. Before the middle of the 19th century, she writes, guns were common in U.S. society, but were unremarkable tools used by a wide range of people in a growing nation.

Pierre explores the effects of gun-makers’ PR campaigns, which romanticized guns and their role in the settling and taming of the West. Contrary to that invented mythology, he found that–while gun ownership was common– actual gunfights were rare, and that many frontier towns “had strict gun laws, especially against carrying concealed weapons.”

As UCLA constitutional law professor Adam Winkler puts it, “Guns were widespread on the frontier, but so was gun regulation. … Wild West lawmen took gun control seriously and frequently arrested people who violated their town’s gun control laws.”

“Gunsmoke,” the iconic TV show that ran from the 1950s through the 1970s, would have seen far fewer gunfights had its fictional marshal, Matt Dillon, enforced Dodge City’s real laws banning the carrying of any firearms within city limits.

Pierre notes that NRA hardliners are willing to accept gun violence as an inevitable side effect of a free and armed but violent society. Their opposition to new gun reforms as well as the current trends in gun rights legislation – such as permitless carry and the arming of teachers – are but the latest manifestations of American gun culture’s deep roots in highly inaccurate frontier mythology.

Wayne LaPierre, executive director of the National Rifle Association, the country’s largest gun rights group, tapped into imagery from frontier mythology and American gun culture following the Sandy Hook massacre in 2012. In his call to arm school resource officers and teachers, LaPierre adopted language that could have come from a classic Western film: “The only thing that stops a bad guy with a gun is a good guy with a gun.”

Recent studies actually show that giving those “good guys” concealed carry permits is linked to 13-15 percent higher violent crime rates–and accurate history confirms that the only thing that can stop a bad guy with a gun is rational gun regulation.

Those shoot-em-up Westerns were fun when we were children, but it’s past time for Americans to grow up.

My Friend The NRA Member

My friend Pierre Atlas is a political science professor who teaches at Marian University, where he directs the Richard Lugar Franciscan Center for Global Studies. He is also a lifetime member of the NRA–and if survey research is to be believed, his attitudes are far more representative of rank-and-file NRA members than the lunatic positions taken by that organization’s leadership–not to mention, their “bought and paid for” Senators and Congresspersons.

Pierre writes a periodic column for the Indianapolis Star, and in his most recent one, listed a number of realistic, reasonable steps we could take to curb gun violence.

He began the column by recognizing the practical difficulty of simply eliminating AR-15s.

Some people want to ban AR-15 platform rifles. But even if this could pass constitutional muster, given that the AR-15 is possibly the most popular rifle in America and there are millions of them in circulation, doing so would be politically and logistically difficult, if not impossible. On the other side, we hear the standard refrain, “Now is not the time to talk about guns,” or “this is not about guns, it’s about mental health.”

Clearly, this shooter — who I will not name — had serious problems and telegraphed his violent intent on social media. But he didn’t commit his crime with a butter knife.

Pierre writes that America has a gun problem, and that it is always the right time to talk about it. He then offers a beginning prescription:

In addition to enforcing all the laws already on the books, here are 10 practical, pragmatic things Congress or state legislatures can and should do now, which I believe most Americans, including most gun owners, would support:

•Universal background checks

•Mandatory reporting of stolen guns

•Prohibit gun purchases for people on the no fly list

•Allow the Centers for Disease Control to collect and analyze gun violence data

•Ban the manufacture, sale and possession of bump stocks, which allow semi-automatic weapons to mimic full-automatics

•Require safety training for all carry permits

•Mandate that a purchaser of any firearm, rifle as well as handgun, must be 21

•With court orders and due process, remove guns from homes in cases of domestic violence or openly stated threats to others

In addition to these eight items, Congress should hold hearings with expert testimony to explore legislation addressing the following controversial issues: Reporting of potentially violent mental health cases and the building of a data base; and regulating social media content for threats of violence.

With 300 million guns in American homes, we aren’t going to enforce wholesale bans on categories of weapons, even if such approaches were constitutionally and politically feasible. But the only impediment to proceeding on the basis of Pierre’s list is political will; these steps are clearly both constitutional and practical.

The items on this list all address the stupidity of excessive solicitude for the tender sensibilities of the gun lobby, but two in particular are aimed at policies that have long infuriated me: the ban on CDC funding for research on gun violence, and allowing people on the no-fly list  to buy guns.

Evidently, people too dangerous to allow on a plane aren’t too dangerous to arm.

But it is the refusal to fund research that is particularly telling. Talk about legislation that “sends a message”! The message is, “We don’t want data. We suspect we know what that research might find, so we aren’t going to allow it. No evidence-based policy for us!”

These are sensible, “do-able” measures. Let’s make them happen. And then let’s work on changing the culture than has convinced fearful folks to amass personal arsenals.
