Sad But True

Vox recently had an article detailing the environmental efforts of “subnational” units of government.

The actions being taken by a number of states and cities to curb greenhouse gases and slow climate change are impressive, and we should all be grateful that the anti-science, anti-humanity policies of our federal government are being countered, at least to some extent, by state and local units of government.

The article began, however, with a coy promise: to reveal the “very simple” political trick that cities and states can employ to pass sound environmental policies. It even titled the article “This one weird trick can help any state or city pass clean energy policy.”

Federal climate politics in the US remains as gridlocked as ever, but the past few years have seen a remarkable flourishing of climate and clean energy policy at the subnational level, in states and cities across the country.

This has given rise to all sorts of deep analysis — about the potential and limitations of states as laboratories of democracy, about the role of cities in the 21st century, about the ability of subnational actors to offset federal inaction — but, oddly, the simplest lesson of all often goes unstated.

In point of fact, all these subnational jurisdictions, for all their differences, used the same simple trick to achieve policy success.

What is that trick? Well, it’d be no fun if I just told you!

Instead, let’s run through a quick review of recent subnational policy progress on climate and clean energy. Perhaps, by the end of this list, if you squint just right, you’ll see the trick for yourself.

The article then proceeded to identify a number of places doing the heavy lifting: Washington state, where Democratic Gov. Jay Inslee, working for the first time with solid Democratic majorities in both houses of the state legislature, passed a suite of ambitious bills; Nevada, where newly elected Democratic Gov. Steve Sisolak, working with Democratic majorities in both houses of the state legislature, committed the state to 50 percent renewable electricity by 2030 and 100 percent carbon-free electricity by 2050;
Colorado, where newly elected Democratic Gov. Jared Polis, together with Democratic majorities in that state’s legislature, has passed what the article called “an astonishing suite of climate and clean energy bills.”

The article also noted progress in New Mexico, New Jersey and California, and listed encouraging deliberations in New York, Massachusetts and Maine.

And it wasn’t just states. As the article reported, Los Angeles Mayor Eric Garcetti and the city’s Democratic city council unveiled “LA’s Green New Deal.” New York Mayor Bill de Blasio and the city’s Democratic council passed a sweeping set of climate bills, which would, among other things, target emissions from existing buildings. Chicago Mayor Rahm Emanuel and his Democratic city council passed a bill committing the city to 100 percent renewable energy by 2035.

The article detailed similar successes in Boise, Idaho, Missoula, Montana, Cincinnati, Ohio and Washington, D.C.

So what do all these jurisdictions have in common? What “trick” enabled these state governments to address the threat of climate change so aggressively?

The trick is: elect Democrats.

There are many differences among these jurisdictions in size, ambition, and policy details, but one thing they all have in common is that Democrats have the power to pass policy despite Republican opposition. It’s not that no Republicans voted for any of these measures — there were R votes here and there, so some could charitably be called “bipartisan” — but that Republicans were not in a position to block any of them.

Last year, Nevada had a Republican governor; he vetoed a clean energy mandate. This year it has a Democratic governor; he signed it.

That’s how it works, in practice. When Democrats take control, in numbers that preclude Republican veto power, they pass thoughtful, ambitious policies to reduce greenhouse gas emissions and accelerate the clean energy transition. Where Republicans have the power to block such policies, they do. There are exceptions — all hail Illinois— but they are comparatively rare.

Perhaps climate and clean energy shouldn’t be partisan. But at the present moment, purely as a descriptive matter, they are partisan.

If you care about the environment,  the simplest and most reliable way to support sane environmental policies is to vote Democratic.

Of course, that’s also the “trick” if you care about civil rights, the Constitution, the rule of law…

Will Children Save The Planet?

Every day, it seems, there is more news about this administration’s attack on climate science, its roll-back of efforts to reduce the carbon emissions that are causing the planet to warm–not to mention regulations intended to ensure that the nation’s water supply is potable and its air breathable.

The Trump Administration’s efforts to protect the bottom lines of fossil-fuel companies are in defiance of mounting evidence about the dangers posed by our changing climate.

Serious disruption to the Gulf Stream ocean currents that are crucial in controlling global climate must be avoided “at all costs”, senior scientists have warned. The alert follows the revelation this week that the system is at its weakest ever recorded.

Past collapses of the giant network have seen some of the most extreme impacts in climate history, with western Europe particularly vulnerable to a descent into freezing winters. A significantly weakened system is also likely to cause more severe storms in Europe, faster sea level rise on the east coast of the US and increasing drought in the Sahel in Africa.

The new research worries scientists because of the huge impact global warming has already had on the currents and the unpredictability of a future “tipping point”.

With Republicans in control of Congress (at least until next January, and beyond if the predicted “blue wave” fails to materialize), political intervention to protect the environment is unlikely.  Just as the NRA’s iron grip on GOP lawmakers has prevented passage of sensible gun legislation, campaign donations by the Koch brothers and other fossil fuel interests ensure a lack of meaningful Congressional action any time soon.

Enter the children.

A trial date of Oct. 29 has been set for a landmark climate change lawsuit brought by a group of young Americans despite the Trump administration’s efforts to halt the case.

Juliana v. United States was filed in 2015 on behalf of 21 plaintiffs who ranged between 8 to 19 years old at the time. They allege their constitutional and public trust rights are being violated by the government’s creation of a national energy system that causes dangerous climate change.

The trial will be heard before U.S. District Court Judge Ann Aiken in Eugene, Oregon, according to Our Children’s Trust, the non-profit group supporting the plaintiffs. Aiken joined the court in 1998 after being nominated by President Bill Clinton.

The lawsuit was filed when Obama was still President, and a few days before the Trump administration took it over, Obama’s Justice Department lawyers admitted the accuracy of several of the plaintiff’s scientific claims– including the claim that carbon dioxide (CO2) concentrations are now greater than 400 parts per million. They also admitted that fossil fuel “extraction, development and consumption” causes those emissions.

The children’s suit asserts that government’s failure to adequately address climate change imperils their future. The Trump Administration has tried–and failed–to get the case dismissed, or the trial postponed.

“It is a relief to see that the Court understands how imperative it is to get this trial underway as soon as possible, despite all of the delay tactics the U.S. government continues to try to use,” Sophie Kivlehan, 19-year-old plaintiff from Allentown, Pennsylvania said. “I am so excited to have an official trial date on the calendar again so that we can finally bring our voices and our evidence into the courtroom!”

These youngsters–like the teenagers who survived Parkland–aren’t waiting for adults to take action to protect them. (They have evidently weighed the prospects of adults acting like adults, and concluded–reasonably enough–that those prospects are dim.)

The emergence of these young activists lends weight to the hotly debated arguments of researchers who posit that about every eight decades “a new positive, accomplished and group-oriented” civic generation appears, sometimes dubbed the “we generation” in contrast to the “me generations” that preceded it. The “we generation” is “non-cynical and civic minded” and its members believe in the value of political engagement.

These amazing kids may save us all.

Well, THIS Certainly Ups the Stakes….

Over the last couple of weeks, there have been reports from interviews with Donald Trump that should give any sentient being pause: in one, it became embarrassingly clear that he had never heard of the GI Bill; in another, challenged on his ability to push through a constitutional amendment to stop women from giving birth to all those “anchor babies,” he responded–wrongly– that birthright citizenship wasn’t in the constitution. (“It just takes a statute.”)

The Donald’s most recent policy pronouncement, however, is far more terrifying. As a number of media outlets are reporting, Trump says that if he is elected he will pull out of the Paris climate agreement and approve the Keystone pipeline.

Donald Trump, the presumptive Republican presidential nominee, said on Thursday that he would pull the United States out of the U.N. global climate accord and slash environmental regulations on the energy industry if elected…

“We’re going to cancel the Paris climate agreement,” Trump said at the Williston Basin Petroleum Conference in Bismark, the capital of North Dakota, the second largest U.S. oil-producing state. It was Trump’s first speech detailing the energy policies he would advance from the White House.

Trump said he would invite TransCanada to reapply to build the Keystone XL pipeline from Canada to the United States, reversing a decision by the administration of President Barack Obama to block the project over environmental concerns.

“I want it built, but I want a piece of the profits,” Trump said. “That’s how we’re going to make our country rich again.”

Trump is on record (not that being on record means anything in his case, since he changes his positions more often than most people change their underwear–but still) as repeatedly saying that climate change is a hoax. Whether he believes that or not, the policies he is promising to pursue are all based upon the increased use of fossil fuel and the rollback of regulations on energy.

As Ed Brayton wryly observed over at Dispatches from the Culture Wars, it may simply be another rather breathtaking exhibition of Trump’s hypocrisy:

Now remember, he said this literally two days after it was revealed that his company has applied to build a high sea wall at one of his golf courses in Scotland in order to protect the property from the rising seas resulting from global warming. So he knows damn well that global warming is real and has serious consequences. But he’s more than willing to screw over pretty much the entire world in order to get elected. Speaks volumes about the man, don’t you think?

At the end of the day, however, what Trump actually thinks (assuming, in the absence of evidence, that he actually does engage in that activity) is irrelevant. He is promising that on his watch, America will pursue policies having the foreseeable consequence of making the planet largely uninhabitable.

If his misogyny, racism, xenophobia, narcissism and profound ignorance about our government haven’t given Americans reason enough to insure that he never, ever gets near the Oval Office, this should do it…..
